Staff of international Non-Governmental Organizations (NGOs) entering Yemen for a temporary or long-term assignment for humanitarian purposes, must obtain a recommendation letter from the Relief and Rehabilitation Commission (RRC), Directorate of NGO Affairs, a work permit from the Ministry of Labour, Public Service and Human Resource Development and receive an entry permit from the DNPI prior to arrival in Yemen. The procedure is as follows:

The NGO (which is approved and registered with the RRC) must submit a letter providing the person’s details and the nature of their proposed activities together with an application for a work permit to the RRC. The RRC will issue a letter of recommendation.
The NGO should submit a copy of the original letter from the NGO, the recommendation letter from the RRC and the work permit application to the Ministry of Labour, Public Service and Human Resource Development.

If a work permit is granted, the NGO staff member can either apply for a visa online, from a Yemeni Embassy abroad, or the employing NGO can apply for an entry permit for the staff member at the DNPI Visa Office. The staff member should present the visa or entry permit to immigration officers upon arrival. Multiple entry and longer term visas may be issued.
